William registered for the draft on 3 September 1918 at Oakland, Alameda County, California. He was 37 years of age, married and an ammunition salesman for the American Security Company in San Francisco. He is described as Tall and Stout.
Due to a need for men to serve during World War I, the United States instituted a draft. Obviously, not everyone who was registered for the draft was drafted or served in the military.
With no end in sight for the end of World War I, a third and final registration law was instituted which now included all men between the ages of 18 and 45 which added younger men that the previous registrations laws and an older group of men born between 1873 and 1900, meaning he had to register.5
