     I cannot find them in the 1860, 1870, or 1880 census in Virginia, Tennessee, or Kentucky or anywhere else as of 28 Sep 2019.

     On 22 December 1885, James B. Turner was a witness to either the marriage license of 21 Dec 1885 or the marriage on 22 Dec 1885 of Chas. W. Mays, son of Chas & Ann Mays, to Emma J. McGraw, daughter of S. D. and Susan McGraw in Amherst County, Virginia.3

     Rachel E. Sowell was born before 1840 in Texas. It's possible she was the daughter of William and Mary Sowell, both born in North Carolina, but living in Madison County, Tennessee in the 1850 census when Rachel was enumerated as being 20 years of age.2,3,4 She was also known as Raetschel.2

     Rachel E. Sowell married John Preston Turner, 20, son of William Suddarth Turner and Elizabeth Pearl Smith, on 14 September 1852 in Hays County, Texas.5

     Rachel Turner died before 1 July 1880 because John Preston Turner is described as widowed in the census enumeration.6

     Stephen H. Turner was born in June 1843, son of Samuel J. Turner and Frances A. Hutcheson, in Virginia.2,4

     Stephen H. Turner and Lucy Rose Ogden obtained a marriage license on 21 January 1867 in Amherst County, Virginia.3

     Stephen H. Turner, 23, married Lucy Rose Ogden, daughter of William H. Ogden and Susan M. (--?--), on 22 January 1867 in Amherst County, Virginia.2,3

     On 16 June 1872, Samuel F. Turner was a bondsman, along with his brother, Stephen H. Turner; S. J. Turner for a Collection Bond in Amherst County, Virginia.5

     On 1 May 1873, Samuel F. Turner was a bondsman, along with his brother, Stephen H. Turner; Thos. J. M. Goodwin; Thos. A. Brown; and Wm. H. Kent for a Collection Bond in Amherst County, Virginia.6

     On 15 June 1874, he was a bondsman, along with his brother, Stephen H. Turner; S. J. Turner for a Collection Bond in Amherst County, Virginia.7

     On 21 June 1875, a bond was posted for him as Commissioner of Revenue: Dist. 2 with Wm. Sandidge and Jos. H. Massie as bondsmen at Amherst County, Virginia.8

     On 16 June 1879, a bond was posted on his behalf as Treasurer of Amherst County by Saml. J. Turner (his father); S. F. Turner (his brother); S. J. Bailey; Jno. R. Maben; C. Pettyjohn; Jos. R. Massie; Chas. Mundy; and B. P. Morris at Amherst County, Virginia.9

     On 29 June 1883, a bond was posted on his behalf as Treasurer of Amherst County by Henry Loving Jr; S. F. Turner (his brother); A. H; S. J. Turner (his father); W. R. Watson; Jos. H. Massie; Jesse E. Adams; W. J. Howl; Jno B. Robertson at Amherst County, Virginia.10

     Stephen H. Turner died in 188311 and was buried in Amherst Cemetery, Amherst, Amherst County, Virginia.12

     On 27 February 1885, Judgment was confessed by Mr. Taylor Berry, attorney in fact for the sureties of Stephen H. Turner, late treasurer of Amherst county, for $5,091.63 and the costs, the same being the amount due the State by said sureties.13

     On 14 April 1887, a Trustee account was presented to court by R. M. Cox under Stephen H. Turner's name, but all the abstract says is "Same" recorded 21 Jan 1890 at Amherst County, Virginia.14

     On 2 July 1887, a Trustee account was presented to court by R. M. Cox under Stephen H. Turner's name for "rent of Ogden house; rec'd of W. R. Turner; to Sallie M. Whitehead for lot at CCH; rent of Puppie creek tr; house and lost at ACH; Widdifield for 2 mos rent at CH" which was recorded 22 Nov 1887 at Amherst County, Virginia.15

     On 22 April 1892, another trustee account was presented for Stephen H. Turner and wife also with only the word "same" as description, recorded 22 Nov 1892 at Amherst County, Virginia.16
